Juan for Associate Director

Hello! I would like to share an overview of my background and explain why I am well-suited for the Associate Director, Green Buildings position within the Sustainable Business and Infrastructure (SBI) team. I bring over 14 years of experience across government, multilateral development banks, the private sector, and academia, with a focus on sustainability frameworks, climate finance, built environment performance and programmatic innovation — all core to this role.

Cross‑stakeholder coordination & operational delivery

  • As Principal in the Climate Strategy & Delivery (CSD) team, I lead sustainability proofing of InvestEU operations across all sectors, including green buildings, infrastructure and real estate portfolios.

  • As the first sustainability specialist hired for InvestEU, I built the entire sustainability assessment architecture from the ground up — developing methodologies, reporting templates, proofing manuals and impact-tracking tools that are now used Bank-wide and fully aligned with EU requirements. This work was positively acknowledged during the EU Monitoring Visit in 2025, with no outstanding questions, reflecting the robustness and credibility of the framework.

  • I have worked directly on green buildings operations (including DL Invest, Jasinkio and Hypnos), covering screening, performance metrics, technical engagement with developers and alignment with certification standards — helping bridge the gap between policy ambition, sustainability thresholds and bankable delivery.

  • I also coordinate closely with EU institutions (including DG CLIMA and DG ECFIN), ELTI partners and internal Banking teams to streamline requirements, reduce operational friction and ensure methodological rigour while enabling scalable and programmatic approaches.

Private sector & external green building experience

​My experience in green buildings extends beyond EBRD operations and is grounded in direct engagement with private sector actors, certification systems and applied research in the built environment:

​

  • At JPMorgan Chase, gained experience in ESG investment banking across EMEA, supporting the integration of sustainability considerations into transactions and aligning with leading international standards.

  • Fellow at US Green Building Council, working closely with green building certification frameworks, performance standards and market-based approaches to sustainable construction. Built strong links with certification bodies, Green Building Councils and materials innovators, gaining hands-on insight into how standards are operationalised, verified and financed across markets.

  • At the Inter-American Development Bank, worked on initiatives to advance policy frameworks for low-carbon development, strengthen environmental and social safeguards.

  • Previously served at the National Congress of Argentina, contributing to legislative negotiations on key reforms, including the Renewable Energy Act, building standards and national environmental laws.

  • My PhD at the University of Cambridge focuses on green industrial policy and policy reforms, with a strong emphasis on the role of codes and standards — including green building standards — in accelerating sustainable transitions and shaping investment outcomes.

Core capabilities and added value for SBI

  • Expertise in green buildings and performance frameworks, combining hands-on experience with certification systems, building performance metrics, regulatory standards and rigorous academic evidence to support credible and scalable delivery.

  • Strong external partnerships and convening capacity, particularly with Green Building Councils, certification bodies and research institutions, which can be mobilised to strengthen SBI’s market leadership and stakeholder engagement role.

  • Evidence-based and innovation-oriented approach, integrating systems thinking, design thinking and policy evaluation to enhance programme design, performance measurement and impact at scale.

  • Cross-Bank coordination and institutional leadership, drawing on experience working across Banking teams, ESD, Natural Resources and EU institutions to ensure alignment between policy objectives, financial structuring and operational delivery.
